Project Intro


The Exchange Visitor Program enables university students and young adults from around the world to come to the United States through work-based opportunities for the purpose of cultural exchange.

The internships provided to students through the program are not merely employment arrangements, but rather a platform designed to foster mutual understanding. They offer global youth an authentic perspective on life in the United States, while also encouraging Chinese students to share and showcase the richness of Chinese culture with the American people. Outside of their program commitments, participants are allotted ample personal time, during which they may engage in independent travel, educational visits, and other self-directed activities.

Please note: The Exchange Visitor Program differs significantly from U.S. work visas. While cultural exchange occurs through a work format, the program is fundamentally a vehicle for cross-cultural engagement and is not equivalent to employment-based immigration or work visa status.

All U.S. Exchange Visitor Programs are established under authority of U.S. legislation, approved and designated by the U.S. Department of State, and are uniformly administered and overseen by the Bureau of Educational and Cultural Affairs of the U.S. Department of State.

History
2006
In 2006, the Chinese People's Association for Friendship with Foreign Services introduced the program to mainland China.
1961
In 1961, this legislation evolved into the Mutual Educational and Cultural Exchange Act (The Fulbright-Hays Act). Before the program was promoted in mainland China, it had been successfully operating for over 50 years in Europe, the Americas, and other Asian countries and regions. Each year, approximately hundreds of thousands of students from around the world come to the United States on J-1 visas for cultural exchange.
1948
The U.S. Congress passed the Information and Educational Exchange Act (Smith-Mundt Act), which established the basic framework for exchange visitor programs.

The J-1 visa is a non-immigrant visa issued to various non-U.S. citizens who come to the United States to participate in Exchange Visitor Programs approved by the U.S. Department of State.

The cultural exchange visa (J) differs from work visas (H). Participants in U.S. exchange visitor programs hold J visas to engage in cultural exchange activities through work-based formats.
